The proposed development, by reason of the introduction of retractable awnings, glazed boundary treatment and a new side access door, would result in visually intrusive and incongruous additions that would fail to preserve or enhance the character and appearance of the Lakes Estate Conservation Area, contrary to Section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990. The harm caused is not outweighed by public benefits and therefore the proposal is contrary to Policies D3, D4 and HC1 of the London Plan (2021), Policy CP31 of the Core Strategy (2010) and Policies DMD37, DMD40 and DMD44 of the Development Management Document (2014).

The proposed external seating area, by reason of its siting, scale and intensity of use in close proximity to neighbouring residential properties, would result in unacceptable levels of noise and disturbance harmful to the amenities of nearby occupiers, contrary to Policies DMD32, DMD34, DMD37 and DMD68 of the Development Management Document (2014).
