Why it was refused

Reason
As stated on the decision notice
1
The loss of the existing community use as a social club (Use Class F2(b)), which has not been sufficiently justified, would result in harm to the provision of community uses within the immediate vicinity and the borough as a whole. As such, the proposal would therefore be contrary to Policies GG1, GG5 and S1 of the London Plan (2021) and Policies CH1 and CH(a) of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies July (2014).
2
The development, by virtue of the lack of private external amenity space provided for units 3 and 5 and the poor standard of outdoor amenity space provided for unit 4, the proposal would fail to provide an acceptable standard of residential accommodation, contrary to Policy D6 of the London Plan (2021), Policies H5 and DH1 of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies (2014), the Technical Housing Standards – Nationally Described Space Standard (2015) and the Mayors Housing SPG (2016).
