The proposed external alteration to the front elevation, side elevation and rear east
window would constitute unsympathetic alterations to the detriment of the uniformed
and proportionate character and appearance of the host building and the wider street
scene. Furthermore the proposed works would have an adverse impact on the
character and appearance of the West Greenwich Conservation Area. As such the
proposal works would not comply with Chapters 12 and 16 of the NPPF (2024),
Policies D3 and HC1 of the London Plan (2021), Policies DH1, DH3 and DH(h) of the
Royal Greenwich Local Plan: Core Strategy with Detailed Policies (2014), Council's
Urban Design Guide SPD (2023), the West Greenwich Conservation Area Appraisal
(2013), and Planning (Listed Buildings and Conservation Areas) Act 1990 (as
amended).
