retrospective HMO and is contrary to Policy D6 of the London Plan (2021), Policies
DH1 and H5 of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies
(2014), the HMO Licensing Standards (2019) and the Urban Design SPD (2023).
