By reason of the inadequate kitchen facilities, the proposed development would result in a poor-quality accommodation for occupants. Consequently, the proposal fails to provide an acceptable standard of accommodation for the occupiers of this retrospective HMO and is contrary to Policy D6 of the London Plan (2021), Policies DH1 and H5 of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies (2014), the HMO Licensing Standards (2019) and the Urban Design SPD (2023).
