As such, the proposed development is contrary to Chapter 12 of the National Planning Policy Framework (2024), Policy D3 of the London Plan (2021), Policies DH1 and DH(a) of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies (2014) and the Council’s Urban Design Guidance SPD (2023).
