The proposed extension, due to the depth of projection and detailing, would fail to subordinate to the listed building and would fail to positively respond to its original architecture and detailing. This would result in an unduly dominant addition, incongruous with the surrounding sites and to the detriment of the special interest of the building. This is contrary to Policies Q5, Q11, Q20 and Q22 of the Local Plan (2015). The less than substantial harm to the listed building is not outweighed by public benefits, contrary to guidance contained in paragraph 196 of the NPPF.
