The proposed mansard roof extension and associated dormer windows, by reason of its overall design, scale and appearance would be out of keeping with the character and appearance of the host building, and significantly harm the architectural integrity of the host property and that of the surrounding area. The proposal is therefore contrary to Policies Q5 and Q11(m) of the Lambeth Local Plan (2015), and the Council's Building Lambeth Planning Telephone 020 7926 1180 PO Box 734 Facsimile 020 7926 1171 Winchester www.lambeth.gov.uk SO23 5DG planning@lambeth.gov.uk REFULZ Alterations and Extensions Supplementary Planning Document (2015).

In the absence of a s106 legal agreement to prevent future occupiers from obtaining car parking permits the proposal would fail to mitigate the impacts of the development on the adjacent highway and would therefore fail to promote sustainable modes of transport contrary to policies 6.3 and 6.12 of the London Plan 2016, and policies T1, T6, T7 and D4 of the Lambeth Local Plan (2015).
