The application fails to demonstrate that the maximum reasonable contribution towards off site affordable
housing provision would be forthcoming and in the absence of any legal agreement to secure an appropriate
contribution in lieu of on-site affordable housing provision, the proposal would fail to provide the maximum
reasonable contribution towards affordable housing. As such, it is contrary to Policies D4 and H2 of the Lambeth
Local Plan (2015) and Policies D4 and H2 of the Draft Revised Lambeth Local Plan (2020).

The proposed residential flats E and F at second floor level would not meet the overall minimum space
standards, resulting in substandard residential accommodation which would be to the detriment of the amenities of
future residents. The proposal is therefore considered to be contrary to Policies H5 and Q2 of the Lambeth Local
Plan (2015), Policies H5 and Q2 of the Draft Revised Lambeth Local Plan (2020) and Policy D6 of the London Plan
(2021), and the Technical housing standards - nationally described space standard (2015).

In the absence of a Unilateral Undertaking or a section 106 agreement securing appropriate mitigation by
restricting future occupiers of the development from obtaining parking permits within the Controlled Parking Zone,
and providing car club and cycle hire memberships, the proposed development would likely exacerbate existing
parking stress and congestion on the surrounding highway network. The application is therefore contrary to
Policies D4, T1, T6 and T7 of Lambeth's Local Plan (2015) and policies D4, T1 and T7 of the Draft Revised
Lambeth Local Plan (2020).
