The proposed rooflights on the rear roof slopes, due to their excessive number, would appear
uncharacteristic and incongruous and would fail to respect and respond positively to the original architecture of the
host building and would fail to respond to the positive aspects of the local context and historic character in respect
of built form. This would result in "less than substantial harm" to the character and appearance of the Conservation
Area, which would not be outweighed by any public benefits. Consequently, the proposal is unacceptable when
assessed against policies Q5, Q11 and Q22 of the Lambeth Local Plan (2020-2035) adopted September 2021 and
the Building Alterations and Extensions Supplementary Planning Document (2015).
