A sequential test and impact assessment, as set out in NPPF, has not been submitted as part of the application and therefore it has not been demonstrated that the proposal would result in the proliferation of main town centre uses outside of town centres. The proposed use would not comply with policy ED7 of the Lambeth Local Plan (2021).

The proposed kiosks, by reason of their location, design and materiality, are considered to cause less than substantial harm to the character and appearance of the conservation area through their incongruous appearance and uncharacteristic visual clutter, The proposal does not comply with policies Q5, Q16, and Q22 of the Lambeth Lambeth Planning Telephone 020 7926 1180 PO Box 734 Facsimile 020 7926 1171 Winchester www.lambeth.gov.uk SO23 5DG planning@lambeth.gov.uk REFULZ Local Plan (2021).

The proposed kiosks, by reason of their siting and in the absence of details regarding refuse and recycling storage and waste management, would result in significant negative impacts on residential amenity of occupiers of nearby residential properties with regards to visual impacts, noise, smells, fumes, litter and nuisance. The proposal does not comply with Policy ED8 and Q2 of the Lambeth Local Plan (2021).

The proposed kiosks, by reason of their siting and in the absence of details regarding refuse and recycling storage and waste management, would have a detrimental impact on highway and pedestrian safety, amenity and highway users' comfort and convenience which is contrary to the aims and objectives of Policies T1 and T7 of the Lambeth Local Plan (2021), Policy T2 and D8 of the London Plan (2021).
