unsympathetic materials would result in an incongruous and obtrusive form of development. Consequently, the
proposal would be harmful to the established character and appearance of the host building and wider Streatham
High Road Conservation Area, contrary to policies Q5, Q11, and Q22 of the Lambeth Local Plan 2020-2035

The proposal would fail to meet the Nationally Described Space Standards (NDSS) requirements in terms
of its GIA, private amenity space and in-built storage. The proposal would therefore provide a sub-standard level of
accommodation and a poor living environment for future occupants. The application is therefore contrary to Policy
D6 of the London Plan (2021) and Policies H5 and Q2 of the Lambeth Local Plan 2020-2035 (2021).

The proposed access steps and door on the first-floor rear elevation of the proposal would result in a loss
of privacy to the occupiers of the adjoining property (No.163 Streatham High Road) and the amenity space to the
rear of the host building. The proposed development is therefore unacceptable in amenity terms and therefore fails
to comply with policy Q2 of the Lambeth Local Plan 2020-2035 (2021).

The proposed development has not met the minimum requirement of 2 long-stay cycle parking spaces for
the residential unit, nor has any cycle parking details been provided outlining the location of any existing spaces.
As such, the proposal would fail to promote and ensure sustainable travel in line with the borough's aims, and
therefore would fail to comply with policy Q13 of the Lambeth Local Plan 2020-2035 (2021).

In the absence of a Section 106 Agreement to secure a contribution to any future CPZ (Controlled Parking
Zone), provision of a car club membership and cycle hire membership the transport impacts of the development
would not be fully addressed, and it would fail to promote less private car ownership and sustainable travel. The
application is therefore contrary to policies T1, T3 and T6 of the Lambeth Local Plan 2020-2035 (2021).
