The proposed dwelling would fail to deliver a high quality of residential accommodation, as a result of the failure to meet the minimum floorspace standard for a one-bedroom, two-person flat or provide built-in storage and private amenity space (or equivalent consolidated within the communal amenity space). In addition, and as result of its singe aspect nature and siting in close proximity to the existing dwellings that front onto Gipsy Road, the proposed dwelling would be unacceptably overlooked by the second-floor windows of the frontage building. This is contrary to policies, Q2 and H5 of the Lambeth Local Plan 2021 and policy D6 of the London Plan 2021.

The proposed additional storey to the existing building, by reason of its design, sitting, bulk, mass and Lambeth Planning Telephone 020 7926 1180 PO Box 734 Facsimile 020 7926 1171 Winchester www.lambeth.gov.uk SO23 5DG planning@lambeth.gov.uk REFULZ appearance, would result in overly dominant addition when viewed in its context that would fail to positively respond to the pattern of space and the relationship between the existing buildings. It would also lead to an unacceptable increase of the sense of enclosure between the existing buildings. The proposal would be contrary to policies Q2, Q5, Q7 and Q11 of the Lambeth Local Plan 2021.

The proposed additional storey would create unacceptably tight relationship with the frontage building at 239-241 Gipsy Road. This would result in an unacceptably increased of sense of enclosure in the communal courtyard and for the ground floor living room and first floor bedroom at the rear of the frontage building. In addition the proposed windows would unacceptably overlook the second floor windows of the frontage building. The proposal fails to comply with Policy Q2 of the Lambeth Local Plan 2021.

Insufficient information has been provided to demonstrate high standard of sustainable design and construction online with policy EN4 of the Lambeth Local Plan 2015 and SI1, SI2 and SI3 of the London Plan 2021.

In the absence of a s106 agreement to secure (i) Car permit free development in case a future CPZ is implemented; (ii) Car Club membership for a period of 3 years for the future residents and (iii) Cycle Hire membership for a period of 3 years for the future residents, the proposed development had the potential to unacceptably impact on the local highway network. The proposal fails to comply with policies T3 and T6 of the Lambeth Local Plan 2021 and T6 of the London Plan 2021.
