The proposed extension by reason of its bulk, scale, siting and materiality, would fail to respond to the character and appearance of the host property and surrounding terrace and would not constitute a subordinate addition to the host property. The proposals are considered to result in less than substantial harm to the character and appearance of the Gipsy Hill Conservation Area contrary to the guidance set out in the adopted Building Alterations and Extension Supplementary Planning Document (2015) and the objectives of policies Q5, Q11 and Q22 of the Lambeth Local Plan 2020-2035 (September 2021). The proposed development would therefore fail to accord with paragraph 202 of the NPPF. The proposed installation of a UPVc framed window in the flank (north) elevation, through the use of UPVc would cause a low level of less than substantial harm to the character and appearance of the Gipsy Hill Conservation Area contrary to the objectives of policies Q5, Q11 and Q22 of the Lambeth Local Plan 2020-2035 (September 2021).
