(KIBA) or within the site's out-of-town centre location. The proposed development is therefore contrary to policies
E4, E5 and SD6, and ED3 and ED7 of the Lambeth Local Plan 2021.

In the absence of an enforceable mechanism to secure planning obligations required to mitigate the
impacts of this development, the proposal would fail to promote the up-take of sustainable modes of travel and
reduce dependence on the private car. The proposal would also fail to adequately support local employment. This
is contrary to the objectives of Policy T1, T3, T6 and ED15 of the Lambeth Local Plan 2020-2035 (2021) and
provisions of the NPPF (2021) which seek to promote sustainable modes of travel.
