Delegated decision: Refused · Nathan Keyte
Why it was refused
Reason
As stated on the decision notice
1
The proposed external changes to the rear elevation and extensions to the host building, by reason of their
design, scale, and massing, would result in less than substantial harm to the Conservation Area and the host
building. The proposed terrace will introduce an incongruous feature and visual clutter. The development would fail
against the test specified at paragraph 202 of the National Planning Policy Framework (2021) as there are no
public benefits which outweigh this harm. The proposal fails to comply with Policies Q5, Q11, and Q22 of the
Lambeth Local Plan.

2
The proposed terrace, by reason of its location and design, would result in overlooking to adjoining
neighbours and would impact upon their privacy. The proposal is therefore contrary to Policy Q2 of the Lambeth
Local Plan (2021).
