and no public benefits have been identified to outweigh any harm. The proposal would be contrary to Policies Q5,
Q8, Q11 and Q22 of the Lambeth Local Plan (2021) and the Lambeth Design Guide SPD Part 4 - Building
alterations, extensions and retrofit (2023).
