dominant and would undermine the prominence of the historic rear return, causing a low level of less than
substantial harm to the host building and wider conservation area. The proposal would be contrary to policies Q5,
Q11 and Q22 of the Lambeth Local Plan 2021 and the guidance contained within the Supplementary Planning
Document (SPD): Lambeth Design Guide (2023). No public benefit exits to outweigh this harm, contrary to Para
202 of the NPPF.
