position, would introduce an incongruous form of development that would as visual clutter to the roof and would
detract from the architectural integrity of the host building, terrace and street scene, and in so doing it would fail to
preserve the character and appearance of the Clapham High Street Conservation Area. The proposal would be
contrary to Policy Q2, Q5, Q8, Q11 and Q22 of the Lambeth Local Plan 2021 and the National Planning Policy
Framework 2021. No public benefits have been provided to outweigh the less than substantial harm to the
