By virtue of the overprovision of one-bedroom flats, the proposal would not provide an appropriate mix and
balance of housing that responds to the housing needs of the Borough. The proposal is therefore contrary to Policy
H4 of the Lambeth Local Plan 2020-2035 (2021), Policy H10 of the London Plan (2021) and paragraph 60 of the
National Planning Policy Framework (2023).

Based on the evidence available, the proposed development could potentially result in the loss of a house
in multiple occupation (HMO), where there is a demonstrated need for this type of housing within the Borough. The
proposed development would therefore have a detrimental impact on the supply of housing within the area,
contrary to Policy H9 of the Lambeth Local Plan 2020-2035 (2021), Policy H10 of the London Plan (2021) and
paragraph 60 of the National Planning Policy Framework (2023).

The proposed internal and external alterations would result in less than substantial harm to this Grade II
Listed Building. The layout of the proposal has not been informed by the constraints of the listed building, but rather
designed to maximise the number of residential units. Consequently, the proposal would fail to adequately
preserve or enhance the character and appearance of the host property (a designated heritage asset) and local
context. The less than substantial harm identified would not be outweighed by the public benefits of the scheme.
The proposal is therefore contrary to Policies Q5, Q6, Q7, Q8 and Q20 of the Lambeth Local Plan 202-2035
(2021), Policies D4 and HC1 of the London Plan (2021) and Section 16 of the National Planning Policy Framework
(2023).

By virtue of the inadequate internal floor area of the single bedroom, the proposed development would
provide a substandard form of residential accommodation for the future occupiers of the proposed flat identified as
Unit 7. The proposal therefore conflicts with Policy H5 of the Lambeth Local Plan 2020-2035 (2021), Policy D6 of
the London Plan (2021) and paragraph 135 f) of the National Planning Policy Framework (2023).

satisfactory living conditions for all intended future occupiers of the proposed dwellings. The proposal therefore

paragraph 135 f) of the National Planning Policy Framework (2023).

By virtue of the proximity of the proposed office's entrance door and access route, the proposed
development would provide a substandard form of residential accommodation for the future occupiers of the
proposed flat identified as Unit 2, in terms of lack of privacy, compromised security, noise and disturbance. The
proposal therefore conflicts with Policy H5 of the Lambeth Local Plan 2020-2035 (2021), Policy D6 of the London
Plan (2021) and paragraph 135 f) of the National Planning Policy Framework (2023).

By reason of the proposed communal amenity space being accessible to employees and visitors of the
proposed office, the proposed development would fail to provide a satisfactory external living environment for
future occupiers of the proposed dwellings, in terms of lack of privacy, functionality and usability. The proposal is
therefore contrary to Policy H5 of the Lambeth Local Plan 2020-2035 (2021), Policy D6 of the London Plan (2021)
and paragraph 135 f) of the National Planning Policy Framework (2023).

The submitted Flood Risk Assessment has not been produced by a suitably qualified engineer and lacks
credibility. The development therefore fails to demonstrate that it would have an acceptable effect, in terms of flood
risk at the site and elsewhere. Additionally, a sequential test has not been submitted to demonstrate that the
proposed development could not be located in an area with a lower risk of flooding. The proposal thereby fails to
comply with Policy EN5 of the Lambeth Local Plan 2020-2035 (2021), Policy SI 12 of the London Plan (2021),
paragraph 168 of the National Planning Policy Framework (2023).

In the absence of an enforceable mechanism to secure planning obligations required to mitigate the
impacts of this development, the proposal would fail to promote the up-take of sustainable modes of travel and
reduce dependence on the private car. This is contrary to Policies T1, T3, T6 and ED15 of the Lambeth Local Plan
2020-2035 (2021), Policies T5 and T6 of the London Plan (2021) and Section 9 of the National Planning Policy
Framework (2023).

In the absence of a Sustainable Construction and Energy Statement, the scheme fails to demonstrate
satisfactory carbon reductions and high standards of sustainable design and construction. The proposal thereby
