preserve or enhance the special interest of this Grade II Listed Building. The proposal would result in a moderate
degree of less than substantial harm but would delivers no public benefit to outweigh the harm identified. As such
the proposal is contrary to Policy Q20 of the Lambeth Local Plan (2021) and the National Planning Policy
Framework (2023).
