The alterations to the plan form of the upper ground level would unacceptably erode the historic layout of the building thereby failing to preserve or enhance the special interest of this Grade II Listed Building. The proposal would result in less than substantial harm and would deliver no public benefits to outweigh the harm identified. As such the proposal is contrary to Policy Q20 of the Lambeth Local Plan (2021) and the National Planning Policy Framework (2023).
