The proposal would fail to meet the Nationally Described Space Standards in respect of floorspace and
storage space. All flats would not benefit from a sufficient quantum or quality of amenity space or additional
compensatory internal living space. The basement flat would have compromised outlook and privacy. As such the
proposals would provide poor quality accommodation and fail to comply with Policies H5 and Q2 of the Lambeth
Local Plan 2020- 2035 (2021) and Policy D6 of the London Plan (2021).

Insufficient information has been submitted to demonstrate that the proposed flats would benefit from
adequate levels of daylight and sunlight to accord with the objectives of policy D6 of the London Plan (2021) and
policies Q2 and H5 of the Lambeth Local Plan (2021).

In the absence of detailed plans showing the provision for cycle parking, it has not been demonstrated that
the total number of long and short stay cycle spaces would be conveniently located to aid manoeuvrability for
cyclists and step-free in a safe and covered store for the future occupants and visitors as required by the London
Cycle Design Standards. The proposal would therefore be contrary to Policy Q13 and T3 of the Lambeth Local
Plan (2021) and Policy T5 of the London Plan (2021).

In the absence of a legal agreement to secure the development as car-permit free, provision of a car club
membership and cycle hire membership the transport impacts of the development would not be fully addressed,
and it would fail to promote less private car ownership and sustainable travel. The application is therefore contrary
to Policies T1, T3 and T6 of the Lambeth Local Plan 2020-2035 (2021).
