In the absence of an HMO licence for a 7-bedroom HMO, insufficient evidence has been submitted to
demonstrate that the use of the property as a 7-bed HMO would be suitable for its intended occupiers.
Furthermore, the proposal would result in the loss of housing suitable for occupation by families. No evidence has
been submitted to demonstrate that the proposed large-scale HMO would meet an identified local need. The
proposal is therefore contrary to Policy H9 of the Lambeth Local Plan (2021).

The applicant has failed to demonstrate that Bedsit 3 is not occupied as a self-contained flat, which, by
reason of its undersized gross internal floorspace, would provide substandard residential accommodation to the
detriment of the amenities of the existing and future occupiers. The proposal is therefore contrary to Policies Q2

In the absence of a Section 106 agreement containing obligations for the provision of Car Club
membership, parking permit free within any future Controlled Parking Zone, and to provide the dwellings with Cycle
Hire membership, the development would not promote more sustainable modes of travel, and the transport impacts
of the development would not be mitigated against. This is contrary to Policies T1 and T3 of the Lambeth Local
Plan (2021).
