The proposed development would result in loss of retail floor space within West Norwood District and insufficient evidence has been provided to demonstrate this would not unacceptably impact the viability of two retail units at 54 and 56 Norwood High Street. In addition, the introduction of residential use at ground floor is contrary to the aspirations for the West Norwood Creative Business Cluster. The proposed development is contrary to policies Lambeth Planning Telephone 020 7926 1180 PO Box 80771 www.lambeth.gov.uk London planning@lambeth.gov.uk SW2 9QQ REFULZ ED7 and PN7 of the Lambeth Local Plan 2021.

Insufficient information has been provided to demonstrate appropriate design measures are provided to the proposed residential accommodation to ensure the industrial and elated activities within the West Norwood Commercial area are not compromised, remain viable and can continue to grow without unreasonable restriction being placed on them. The proposed development is contrary to policy D13 of the London Plan 2021.

The proposed residential accommodation, by reason of its poor layout, fully internal kitchen, single aspect and low ceiling height would provide a sub-standard accommodation. The development is contrary to policy H5 of the Lambeth Local Plan 2021; policy D6 of the London Plan, the London Plan Housing SPG 2016 and the Housing Design Standards LPG 2023.

Insufficient information has been provided to demonstrate a high standard of sustainable design and construction in line with policy EN4 of the Lambeth Local Plan 2021 and SI1, SI2 and SI3 of the London Plan 2021.

In the absence of a s.106 legal agreement securing the provision of: (1) car parking permit free development; (2) cycle hire membership; (3) car club membership; the proposal would be contrary to Policies T1, T3, T6 and T7 of the Lambeth Local Plan 2021 and T6 of the London Plan 2021.
