proposed residential accommodation to ensure the industrial and elated activities within the West Norwood
Commercial area are not compromised, remain viable and can continue to grow without unreasonable restriction
being placed on them. The proposed development is contrary to policy D13 of the London Plan 2021.

and low ceiling height would provide a sub-standard accommodation. The development is contrary to policy H5 of

Design Standards LPG 2023.
