The proposed rear extensions and proposed windows by reason of their scale and design are incongruous
and alien features which would detract from the special character and appearance of the listed building and would
undermine the architectural integrity of the host building. In addition, the internal works proposed to remove
existing walls, the loss of historic doors and openings, and internal partitions proposed results in in harm to the
internal layout and the spatial character of the rooms. As such the proposed development fails to preserve the
special interest of the Grade II listed building (209 Clapham Road). The development is contrary to Policy Q20 of
the Lambeth Local Plan (2021). Less than substantial harm to the significance of the listed building would not be
outweighed by public benefits, contrary to the provisions of the NPPF (2024), para 215.
