Why it was refused

Reason
As stated on the decision notice
1
The proposed residential unit, Flat 2, located on the second and third floor, by way of insufficient floor to ceiling height, insufficient storage and the failure to provide access to private amenity space, would fail to provide an adequate standard of residential accommodation. The proposed residential unit Flat 1, located on the first floor, Lambeth Planning Telephone 020 7926 1180 PO Box 80771 www.lambeth.gov.uk London planning@lambeth.gov.uk SW2 9QQ REFULZ would fail to provide adequate outlook, free of an undue sense of enclosure and would also fail to provide private amenity space. The development would fail to provide an acceptable standard of accommodation for future occupiers contrary to Policies Q2 and H5 of the Lambeth Local Plan (2021) and policy D6 of the London Plan (2021).
2
In the absence of a Section 106 Agreement to secure the development as car-permit free, provision of a car club membership and cycle hire membership, the transport impacts of the development would not be fully addressed, and it would fail to promote less private car ownership and sustainable travel. The application is therefore contrary to Policies T1, T3 and T6 of the Lambeth Local Plan (2021).
3
The proposed roof extensions together with front dormer windows, by reason of design, scale and massing, would fail to positively respond to the original architecture of the host property, and would fail to represent subservient additions, unacceptably dominating the host property. The proposal is contrary to policies Q5 and Q11 of the Lambeth Local Plan (2021).
