The proposed change of use at lower ground floor to residential use would result in unacceptable loss of a non-designated industrial site as the applicant has failed to demonstrate that there is no reasonable prospect of the continued use of the land for employment generating purposes. This is contrary to Policy ED4 of the Lambeth Local Plan (2021), and policies E2 and E7 of the London Plan (2021).

In the absence of an enforceable mechanism to secure planning obligations required to mitigate the impacts of this development, the proposal would fail to promote the uptake of sustainable modes of travel and reduce dependence on the private car. Those obligations are provision of car and cycle hire memberships; and Lambeth Planning Telephone 020 7926 1180 PO Box 80771 www.lambeth.gov.uk London planning@lambeth.gov.uk SW2 9QQ REFULZ monitoring fee. This is contrary to policies T1, T3 and T6 of the Lambeth Local Plan 2020-2035 (2021) and provisions of the NPPF (2021) which seek to promote sustainable modes of travel.
