The proposal would result in less than substantial harm to the special interest to the listed building No.24 Groveway due to its excessive height, bulk and architectural detailing, fails to remain subordinate to the host building and results in a visually dominant and disproportionate addition, which is not outweighed by any public benefits or heritage benefits. The proposal is therefore contrary to policies Q20 of the Local Plan (2021) and the 'Lambeth Design Guide' Supplementary Planning Document (2023) and fails to accord with the advice contained within the NPPF and the Planning (Listed Buildings and Conservation Areas) Act 1990.
