As stated on the decision notice

The proposal would result in the loss of a property capable of providing housing suitable for occupation by a family, resulting in harm to the local housing mix. Furthermore, the proposal would not meet an identified local need for the proposed housing type and would contribute to the existing over-concentration of HMO rooms in the area which has been associated with harm to the mix, balance and well-being of the community, giving rise to anti- social behaviour. As such the proposal would be unacceptable in land use terms and contrary to Policy H8 of the London Plan (2021) and Policy H9 of the Lambeth Local Plan 2020 -2035 (2021). In the absence of a Section 106 agreement containing obligations for the provision of a Controlled Parking Zone contribution the development would not promote sustainable modes of travel, and the transport impacts of the development would not be mitigated against. This would be contrary to Policy T6 of the London Plan (2021) and Policies T1 and T6 of the Lambeth Local Plan 2020-2035 (2021).
