provide evidence demonstrating an identified local need for a large HMO. The development is therefore
unacceptable in land use terms and contrary to Policy H8 of the London Plan (2021) and Policies H3 and H9 of the
Lambeth Local Plan (2021).

The application does not include a legal mechanism to deliver planning obligations for securing: (i) the
provision of car club membership to occupiers of the proposed dwelling; (ii) that the development is car parking
permit free; and (iii) provision of cycle hire membership to occupiers of the proposed dwelling and (iv) contribution
to cycle hangers. The development would therefore not promote sustainable modes of travel, and the transport
