No Lambeth Planning Telephone 020 7926 1180 PO Box 80771 www.lambeth.gov.uk London planning@lambeth.gov.uk SW2 9QQ REFULZ evidence has been submitted to confirm the details outlined within the marketing letters have taken place, and that the builders yard and ancillary office have remained vacant during this time. The scheme is therefore contrary to Policy E7 of the London Plan (2021) and Policy ED4 of the Lambeth Local Plan (2021).

The proposal, by reason of its height, scale and bulk and proximity to the neighbouring residential property at No.163 Streatham Vale would represent an un-neighbourly form of development that would appear visually intrusive and overbearing to the detriment of this residential occupiers existing level of amenity. The proposal is therefore considered to be contrary to Lambeth Local Plan Policy Q2

It has not been demonstrated that the neighbouring residential property at No.163 Streatham Vale would achieve satisfactory daylight/sunlight levels and overshadowing impact in accordance with the Building Research Establishment document 'Site layout planning for daylight and sunlight - a guide to good practice'. As such, the proposal would result in unacceptable daylight and sunlight loss to this neighbouring residential occupier and therefore is contrary to Q2 of the Lambeth Local Plan.

In the absence of an enforceable mechanism to secure planning obligations required to mitigate the impacts of this development, the proposal would fail to reduce dependence on the private car. These obligations are a future CPZ contribution, no access to residential parking permits in the event of a future CPZ, car hire membership, cycle hire membership and a monitoring fee. This is contrary to policies T3 and T6 of the Lambeth Local Plan 2020-2035 (2021) and provisions of the NPPF (2021) which seek to promote sustainable modes of travel.
