The proposed development would result in a disproportionate and visually dominant aperture that disrupts
the established hierarchy and rhythm of fenestration to the rear elevation. The enlarged opening would appear top-
heavy and incongruous in relation to the more modest ground floor openings, eroding the coherent terrace
character and detracting from the architectural integrity of the host property. The proposal therefore fails to sustain
or reinforce local distinctiveness and does not respond positively to the original architecture and detailing of the
building, contrary to Policies Q5, Q8 and Q11 of the Lambeth Council Local Plan (2021).

The proposed development would facilitate direct and convenient access onto the flat roof of the existing
ground floor rear extension. In the absence of any balustrade, screening or physical measures to restrict access,

the proposal would reasonably enable the use of the roof as an elevated outdoor amenity area. Such use would
result in direct and intrusive overlooking and increased noise disturbance for neighbouring occupiers, contrary to
Policy Q2 of the Lambeth Council Local Plan (2021).
