The proposed subdivision of the single dwelling into two flats would harm the borough's housing mix due to the loss of a home of under 130sqm GIA suitable for family occupation. The proposed upper flat would lack external amenity space, creating a substandard dwelling. As such the proposal would conflict with Policy D6 of the London Plan (2021) and Policies H3, H5 and H6 of the Lambeth Local Plan (2021). By virtue of their location, bulk and materials, the proposed rear dormer, rear roof tiles, and first floor return window, would result in a low degree of less than substantial harm and fail to preserve the character or appearance of the conservation area. As such the proposal is contrary to Policies Q5, Q11 and Q22 of the Lambeth Local Plan (2021).

The application does not include a legal mechanism to deliver planning obligations for securing: (i) the provision of car club membership to occupiers of the proposed dwelling; (ii) that occupiers of the development is car parking permit free; and (iii) provision of Cycle Hire Membership to occupiers of the proposed dwelling. The development would therefore not promote sustainable modes of travel, and the transport impacts of the development would not be mitigated. This is contrary to Policies T4, T5 and T6 of the London Plan (2021) and Policies D4, T3 and T6 of the Lambeth Local Plan 2020-2035 (2021).
