proposal would meet an identified local need. The application additionally fails to demonstrate compliance with the
requirement for a financial contribution towards affordable housing in respect of a large HMO intended as general
needs housing for single people. The proposed development is therefore contrary to Policies H4 and H8 of the
London Plan (2021) and Policies H2, H3 and H9 of the Lambeth Local Plan (2021).

demonstrate compliance with the Council's waste storage requirements. As such, it would be contrary to Policies
Q2, Q5 and Q12 of the Lambeth Local Plan (2021).

The application does not include a legal mechanism to deliver planning obligations for securing: (i) the use
to be parking permit free; and (ii) a contribution to a hangar to provide on-street cycle parking. The development
would therefore not promote sustainable modes of travel, and the transport impacts of the development would not
be mitigated. This is contrary to Policies T4, T5 and T6 of the London Plan (2021) and Policies D4, T3 and T6 of
the Lambeth Local Plan 2020-2035 (2021).
