result in less than substantial harm to the significance of the Rush Common Brixton Hill Conservation Area, which
is not outweighed by any public benefits. The proposal is therefore contrary to Policies Q5, Q11 and Q22 of the
Lambeth Local Plan and the advice contained within the NPPF.
